Are there any minimums/limitations to what I can offer?

No. You are free to offer whatever your best price is. If there is a listed price, the closer you are to that price, the better your odds of being accepted. Be aware that “low-ball” offers are typically rejected and could hurt your chances of acceptance on subsequent offers.
